Uzbekistan — UAE cooperation

"Quality Public Administration" Program

A new stage in improving the quality of public administration

The "Quality Public Administration" program is a practical outcome of cooperation between the Republic of Uzbekistan and the United Arab Emirates. The program serves to evaluate the performance of executive bodies against uniform criteria, identify strengths and weaknesses, and consistently improve the quality of governance.

Starting in 2026, the performance of national executive bodies will be evaluated under the program every two years. At later stages, local khokimiyats will also be included in the evaluation process.

Strengths and weaknesses

Clearly identifying achievements, systemic shortcomings and growth points in governance.

Spreading best practices

From cooperation to practical results

A new model for evaluating government bodies, based on the experience of Uzbekistan and the United Arab Emirates, has been put into practice.

A new evaluation model based on UAE experience

The Agency for Strategic Development and Reforms under the President of the Republic of Uzbekistan and the UAE Government Performance Agency developed a methodology for evaluating the performance of executive bodies.

International experts and local specialists examined the quality of governance, the leadership skills of managers and the practical results achieved by agencies. In January–April 2026, 40 national agencies were evaluated.
