as part of coordinating the national strategic planning system;

providing methodological support to ministries and agencies in drafting strategic planning documents, preparing recommendations
and methodological guidelines;

organizing the development of concepts and other strategic planning documents (visions) that set the country's long-term national goals;

approving the appointment and dismissal of heads of the strategic planning units of ministries and agencies and of the heads of information-analytical groups of the Council of Ministers of the Republic of Karakalpakstan and the khokimiyats of the regions
and the city of Tashkent.

monitoring the achievement of the performance indicators of the “Uzbekistan — 2030” Strategy goals;

identifying problems, delays and risks arising in the implementation of the “Uzbekistan — 2030” Strategy and submitting specific proposals to address them;

preparing analytical information and reports for the Agency's leadership and the competent authorities based on the results of monitoring and evaluating the “Uzbekistan — 2030” Strategy;

administering and maintaining the Digital Platform for Strategic Planning and Development (dashboard);

developing recommendations
and methodological guides on organizing the implementation, reporting, monitoring and evaluation of the “Uzbekistan — 2030” Strategy;

providing methodological support for and regulating the monitoring
and evaluation of the implementation of strategic planning documents as part of coordinating the national strategic planning system.

analyzing the current state, development trends
and problems of sectors and industries, and developing proposals and initiatives for the comprehensive and proactive development of the country;

organizing expert platforms to establish effective cooperation between government bodies, international organizations, foreign companies and other organizations in order to develop measures to solve important systemic problems in reforming sectors and industries;

reviewing draft strategic planning documents submitted to the Agency that concern the development of specific sectors or industries and issuing opinions on them;

developing proposals for the development of individual sectors and industries through reform, with the involvement of local and foreign experts;

organizing the work of project offices for the development of sectors and industries and coordinating and overseeing their activities;

preparing recommendations and methodological guides on the implementation, reporting, monitoring and evaluation of strategic planning documents
related to the development of sectors and industries.

conducting analytical and strategic research in the Agency's priority areas, studying socio-economic processes in depth and preparing well-grounded conclusions on them;

identifying existing problems in public administration, the economy and other fields, and developing proposals of applied and fundamental importance to address them;

establishing and developing mutually beneficial cooperation with international and local analytical and research centers (think tanks), studying best practices
and putting them into practice;

preparing analytical materials and proposals for submission to the Coordinating Council for Strategic Planning and Development under the President of the Republic of Uzbekistan;

organizing the "Kelajak uchun" forum, shaping its program, ensuring cooperation with participants, and preparing an analytical report and proposals based on the forum's outcomes;

developing analytical materials, data and proposals aimed at improving the work of the Agency and its structural units.

developing proposals and initiatives on socio-economic development, tapping unused opportunities and solving problems that concern citizens, based on the views and comments of residents and businesses expressed during open dialogues in the regions;

working closely, when developing proposals and initiatives for regional development, with the "Reform Headquarters" set up under local executive authorities with the participation of residents, businesses and members of the public;

collecting and systematically analyzing information on the current state of regional development and the effectiveness of the Republic of Uzbekistan's cooperation with other countries, international organizations and institutions, and developing proposals
and initiatives aimed at ensuring the comprehensive and proactive development of the country.

ensuring the implementation of the Constitution and laws of the Republic of Uzbekistan, resolutions of the chambers of the Oliy Majlis of the Republic of Uzbekistan, decrees, resolutions and orders of the President of the Republic of Uzbekistan and other legislative acts, decisions and work plans of the Agency's Council, and orders, instructions and directives of the Agency's Director related to the division's activities;

monitoring the implementation of tasks set by legislation in the field of strategic development;

overseeing the proper implementation of procedures relating to the main areas of activity of the strategic planning units of ministries and agencies, as well as the information-analytical groups of the Council of Ministers of the Republic of Karakalpakstan and the khokimiyats of the regions and the city of Tashkent, and other organizational matters of setting up their work.

reviewing draft regulatory legal acts providing for strategic reforms and organizing related work in a coordinated manner;

performing the Agency's legal service functions.

developing annual programs of cooperation with the international advisers to the President of the Republic of Uzbekistan and ensuring their effective implementation;

setting up project offices aimed at developing cooperation with the countries of the Middle East and Arab states, and coordinating and overseeing their activities;

organizing the Tashkent Global Development Forum, holding it at a high level and preparing a report on its outcomes;

regularly studying international experience and preparing proposals for reforming sectors and industries and for implementing such reforms.

implementing memoranda and other cooperation programs concluded with international partners;

coordinating the engagement of foreign consultants and experts by government bodies and organizations, including building the Unified Electronic Register of Foreign Consultants and Experts;

ensuring that contracts with foreign consultants and experts set out the tasks they are to perform (in the form of terms of reference) and the individual target indicators (KPIs) to be achieved;

reviewing the remuneration of foreign consultants and experts annually, together with the client organization, based on the actual scope of work;

compiling in each foreign consultant's and expert's personal file, and analyzing, the client organization's quarterly reports on their evaluation results;

relaunching the "Country Platform" under a new procedure;

obtaining information from diplomatic missions abroad on the best practices and experience of the respective countries;

building a single information database based on data provided by diplomatic missions, international organizations, financial institutions, consulting companies and research institutions;

systematically studying and analyzing advanced foreign experience and international practice and developing proposals for implementing them in Uzbekistan;

setting up project offices for the development of international cooperation and coordinating and overseeing their activities;

working effectively with foreign donors and partner organizations cooperating with the Agency.

organizing strict oversight of the implementation within the Agency of the Constitution and laws of the Republic of Uzbekistan, resolutions of the chambers of the Oliy Majlis of the Republic of Uzbekistan, decrees, resolutions and orders of the President of the Republic of Uzbekistan and other legislative acts, decisions of the Agency's Council, work plans, and orders, instructions
and directives of the Agency's Director;

organizing the Agency's records management systematically, in particular receiving and sending incoming and outgoing correspondence, registering it and delivering it to management and responsible officers, including through electronic document management tools;

analyzing the work carried out by the Agency's structural units within their assigned tasks and preparing instructions, directives and proposals to improve performance and efficiency;

monitoring and systematically tracking the handling of appeals from individuals and legal entities to the Agency and the provision of quality responses within the established deadlines;

organizing personnel work at the Agency in accordance with the legislation of the Republic of Uzbekistan.

ensuring the openness and transparency of the Agency's activities and covering its work in the media;

establishing systematic dialogue with the media, social networks, citizens, civil society institutions
and the wider public, ensuring the openness and transparency of the Agency's activities, building its positive image and developing its public relations (PR) system;

preparing information materials, press releases and official statements;

monitoring media coverage of the Agency, analyzing public opinion and keeping management informed;

organizing a proactive communication system with the public — that is, informing the public in advance, taking the initiative on pressing issues and ensuring a constant exchange of information with residents and stakeholders.

shaping and implementing a unified policy and modern approaches to human resources management and development at the Agency;

identifying the Agency's current and future staffing needs, analyzing its human capacity and ensuring strategic workforce planning;

recruiting, selecting, placing and ensuring the career growth of professional, highly qualified and capable staff able to perform the Agency's tasks and functions effectively;

building, maintaining and developing a talent pool, and identifying promising high-potential employees and organizing systematic work with them;

defining the professional and managerial competencies required for the Agency's positions, assessing employees' competencies and introducing mechanisms for their development;

developing employees' professional, managerial and functional knowledge and skills and systematically organizing advanced training, retraining, internships and other professional development activities;

drawing up, implementing and monitoring employees' individual development plans and creating the conditions necessary for their professional and career growth;

assessing employees' job performance and improving mechanisms linking assessment results to human resources development, incentives and career advancement;

introducing and developing modern human resources management technologies at the Agency, including HR analytics, digital HR systems and data-driven people management mechanisms;

ensuring that employees observe labor and service discipline, preventing misconduct and violations among employees, and helping to build a healthy and productive work environment.
